## Context: What Is an LMIA and Why Does It Exist?

An [LMIA is a document issued by Employment and Social Development Canada (ESDC)](https://www.canada.ca/en/employment-social-development/services/foreign-workers.html). It confirms that hiring a foreign national will not negatively affect the Canadian labour market. In short: it proves no Canadian or permanent resident is available for the job.

The LMIA process was designed to:
